To get started
Check out this YouTube tutorial, or read the instructions below:
Step 1: First roll a 22" aqua strip with a toothpick, and expand into a loose coil. Lightly press the coil into an oval. Make another loose aqua oval and place them side by side, with a gap in between.
Step 2: Roll a 22" light blue strip into a loose rectangle. Place this rectangle horizontally "_" in between the two aqua ovals.
Step 3: Use a 22" yellow strip to roll a medium size ghost shape. Place the round end of the ghost face down. Make 5 more yellow ghost shapes, place them side by side, and glue them all together in a row above the ovals and rectangle. This is the hair.
Step 4: With a 22" light blue strip, make a loose rectangle and place it vertically like this "|", under the yellow ghost shapes and above the aqua ovals. Make 5 more loose, light blue rectangles and glue them to each other in a row. Also glue the top and bottom of the rectangles to the yellow ghost shapes, aqua ovals, and light blue rectangle. This is the face.
Step 5: Roll the 11" tan strip into a loose coil, and pinch into a curved teardrop (first make a teardrop, then curve the pointy end until it reaches the round end). Make 5 more tan, curved teardrops and glue them on top of the yellow ghost shapes. These curved teardrops are the details in the hair.
Step 6: With a 22" black strip, make a loose coil and pinch into a ghost or half-circle shape. Make another black half-circle and place both above the yellow ghost shapes. These will be the inside of the ears.
Step 7: Now with 22" light blue strips, make two loose rectangles. Put one rectangle on the left and right sides of the black half-circle (make sure the rectangles are vertical like " | "). Curve and glue the rectangles to the black half circle, and press down on and glue the tops of the rectangles to make it round. Make two more light blue rectangles and repeat for the other black half circle, to finish the second ear.

Step 8: Roll a 22" white strip into a loose right triangle. Place the right angle of the triangle in the upper left, then glue the triangle under the light blue rectangle in between the aqua ovals. With another 22" white strip, make a loose rectangle and place it vertically, then glue it to the left of the white right triangle you just made.
Step 9: Make another white right triangle and place the right angle in the lower right. Now glue this triangle under the first white right triangle, more on the left side. Roll another white strip into a medium sized triangle, and glue this to the top left of the white rectangle.
Step 10: Add a loose white square under the white rectangle you just made. Then roll a 22" light blue strip into a loose rectangle, place it vertically, and glue under the white square. Now add a medium sized yellow rectangle, placed horizontally, under the light blue rectangle. To finish the left arm, roll a light blue strip into a small half circle and glue under the yellow rectangle, making sure the round part of the half circle is face down.
Step 11: Roll a red strip into a small rectangle, and place it diagonally like " \ ". Glue this under the rightmost aqua oval. Now roll a white strip into a loose rectangle, also facing diagonally " \ ", and glue this to the right side of the red rectangle.
Step 12: Finish the other arm by adding a vertical light blue rectangle, a horizontal yellow rectangle, and a light blue half circle. Then roll a 22" red strip into a loose rectangle, and place it vertically. Glue the red rectangle under the first small red rectangle you made as well as to the right of the white triangle. Add another red, loose, right triangle under the bottom-most white triangle (so that the right angle of the red triangle faces the upper right).
Step 13: Roll a small white triangle and glue below the white rectangle on the leftmost side. Next add a red right triangle to the bottom left of the first red triangle you made (make sure the right angle of the triangle faces the lower left corner). Add a red rectangle placed vertically to the left of the red triangle you just made. Pinch the top of the rectangle and glue it under the small white triangle.
Step 14: Make a large red half circle, and place the round part to the right. Glue the half circle to the right of the centermost red triangle and under the red rectangle on the right side. Add a medium sized half circle, with the round part facing to the left, and glue this under the red triangle and the first red half circle. Roll up a loose red rectangle, curve it around the red half circle you just made, and glue it to the left of the half circle.
Step 15: With a red 22" strip, make a half circle and place the round part facing to the left. Add a red rectangle and glue under the leftmost rectangle and triangle. Make a red right triangle and glue under the red rectangle you just made, so the right angle faces the upper left. Then make a red flat triangle and glue under the red right triangle and red half circle.
Step 16: Make a small white triangle and glue under the red triangle you just made. Roll another small red half circle, with the round part facing to the left, and glue it under the rightmost red rectangle. Then add a red right triangle to the right side of the leftmost red half circle. Make sure to glue this red triangle to the other surrounding red shapes.
Step 17: Roll a thin, large red rectangle and glue to the right of the small white triangle. Make a large, thin white rectangle and glue this under the red rectangle you just made. Add a thick white rectangle to the right of the white rectangle you just made, and under the red half circle.
Step 18: Make a thin white triangle and glue to the right of the topmost red rectangle and half circle. Add a thin, white, right triangle under the triangle you just made, so that the right angle is facing the bottom left. Then add a thick white rectangle below this triangle. Finish off the toga with another white rectangle below this.
Step 19: Roll a 22" light blue strip into a large, thin crescent, and glue below the two centermost white rectangles. Then make a thick light blue rectangle and glue it to the bottom left of the crescent. Add a small light blue half circle to complete one leg. Make another thick light blue rectangle and half circle to finish the leg on the other side.
Step 20: With the 11" brown strip and a pen, make a medium sized ring. Glue to secure, then pinch the ring into a half circle. Then lightly press the flat side of the half circle with a toothpick, to make a crescent shape. Glue this brown crescent outline to the bottom of the thick light blue rectangle.
Step 21: Make another brown ring, and lightly press into an oval. Glue this oval on top of the light blue half circle. Repeat steps 20 and 21 to make the sandal for the other leg.
Step 22: To make the eyes, first roll an 11" black strip into a tight coil, and pinch into a half circle. Then roll an 11" aqua strip into a loose rectangle, and curve the rectangle around the black half circle. Glue the aqua strip around the black half circle.
Step 23: Next, roll an 11" white strip into a loose rectangle, and wrap it around the aqua rectangle. Glue the white rectangle around the aqua rectangle. Now wrap and glue an 11" black strip around the entire eye. First fold the excess black strip down, then move a few millimeters away, and fold the black strip up, and then cut away the extra black strip.
Step 24: Make another eye by repeating step 22 and 23. Then roll an 11" black strip into a loose, flat triangle to make the nose. Roll an 11" aqua strip into a rectangle and pinch the upper corners higher up, then glue this aqua rectangle on top of the flat side of the black triangle nose. Finally, roll an 11" black strip into a crescent with the curvy side facing up, and glue this under the pointy part of the black triangle nose.
Congratulations! You have now paper quilled Klaus from Animal Crossing New Horizons!
Variations
If you're feeling adventurous, you could buy metallic foil paper strips, and paper quill Klaus' Animal Crossing Pocket Camp version (he wears gold metal armor). As for this design, you could use sheets of red paper for the red clothing, instead of making paper quilled shapes. You can use any combination of paper quilling shapes to create the toga clothing (this just happens to be what I made). Customize your favorite Animal Crossing villager with your very own paper quilling design!
